PORTFOLIO ENERGY PERFORMANCE

Better Buildings Challenge Partners strive to decrease portfolio-wide source energy use intensity (EUI) and to increase the percent improvement compared to a set baseline. The City of West Palm Beach's (WPB) portfolio consists of 28 buildings and 1.4 million square feet. Since 2010, WPB has improved energy performance by 20% and has reset their goal to an additional 15% from a 2015 baseline. Since 2015, the city has seen a 1% decrease in energy performance across its portfolio of assets, which include buildings, street lights and a wastewater treatment plant. West Palm Beach is a progressive city focused on sustainability for its community viability and understands that GHG reduction is imperative. In addition to the city’s Better Buildings Challenge commitment, in 2012, the city adopted GHG emission reduction goals for municipal operations of 19% by 2018, and is on track to meet or exceed this target reduction goal. The city is also targeting a 32% reduction in municipal GHG emissions by 2025 and 37% reduction in municipal GHG emissions by 2035. To achieve emissions reductions, West Palm Beach is active in employing cleaner technologies and renewable energy solutions, including procuring all-electric vehicles for its city fleet, participating in a solar PV assessment to install solar panels on municipal properties, and renovating its Wastewater Treatment Plant to use less energy-intensive, anaerobic digestion methods.

ENERGY PERFORMANCE BY PROPERTY

Looking at the percent improvement in energy performance across all properties can provide insight into how an organization is saving energy. Over the past year, the City of West Palm Beach has achieved an energy performance improvement of greater than 10% in 5 of its properties. There are 15 properties that have experienced an increase in Source EUI. These properties have been targeted for future energy efficiency improvements.

IDENTIFYING OPPORTUNITIES FOR IMPROVEMENT

Property-level energy performance metrics, including EUI and percent improvement to date, are critical to track progress over time and identify opportunities for additional energy savings. The City of West Palm Beach's portfolio consists of properties with a wide range of baseline EUI values, most of which are from 100 to 350 kBtu/sq. ft. The majority of properties have shown energy improvement since 2013, which corresponded with the conclusion of the City's energy performance contract. The properties located near or below the 0% axis may present good opportunities for further savings. The City is looking to expand outreach for behavioral changes within departments so that the City can improve upon its overall performance. Additionally, the City plans to integrate the latest technologies into the review and implementation of all projects and to work with multiple entities that control streetlights to retrofit all streetlights in the city.
